Why most PMOs struggle — and how the PMO Value Ring helps them create value

Many organisations — ministries, revenue authorities, banks — create a Project Management Office with high expectations. A few years later, the same PMO is questioned, downsized or closed. The usual explanation is “lack of sponsorship”. In practice, weak sponsorship is more often the consequence of a PMO that does not deliver visible value than its cause.

Start from the client, not from a model

There is no universal PMO model. A PMO is a service provider: its clients are executives, project managers, functional heads and teams. Each group expects something different — a reliable portfolio view, help with planning, standard templates, faster decisions. A PMO that copies a generic model risks serving none of them well.

The PMO Value Ring in 12 steps

The PMO Value Ring® methodology, developed by the PMO Global Alliance (now part of PMI), turns this mindset into a continuous cycle. In our own words, it moves through twelve steps:

  1. Spot the warning signs that the PMO must be rethought.
  2. Map the expectations and pains of the PMO’s clients.
  3. Analyse those needs and set priorities.
  4. Learn from the experience of the wider PMO community.
  5. Define the mix of PMO functions that fits those needs.
  6. Design the processes and align expectations with clients.
  7. Set performance indicators and service levels.
  8. Right-size the PMO team and close skill gaps.
  9. Plan how the PMO’s maturity — and value — will evolve.
  10. Run the PMO and monitor the value it generates.
  11. Measure and reveal how clients perceive that value.
  12. Get recognised and start a new cycle.

What this means for African public institutions

In our work with revenue authorities, prime ministers’ offices and development programmes, the PMOs that last share three habits: they agree with leadership on a small number of decisions the PMO must support; they report value in the language of the institution (revenue collected, services delivered, reforms completed); and they review their own services every year.

Where to start

  • Interview five key clients of your PMO this month and write down their top three expectations.
  • Compare those expectations with the services your PMO actually provides.
  • Pick one quick win that leaders will notice within 90 days.
